Abstract: From the winter of 2020 to the spring of 2021, due to the extreme cold wave weather, some provinces in southern China and Texas in the United States have successively experienced power rationing incidents, which aroused widespread public concern. This paper conducts a comparative analysis from the dimensions of external incentives, internal system defects, the fundamental nature of the incident, the degree of impact, the power grid support capacity,and the degree of market effects. This article also proposes relevant measures in terms of improving the flexibility of the power system, developing renewable energy, attaching importance to the risk of raw material supply, strengthening emergency capacity building, and advancing the reform of the power market.
